Seri Andalas assemblyman, Xavier Jayakumar wants the consumption of hard liquor in public areas in the state banned. In the the Public Drinking Enactment, he proposes that people should not be drinking alcohol in public spaces such as parks and playgrounds.
The former state executive councillor said he had been receiving complaints from residents disturbed by people drinking alcohol in public areas:
“My office is always receiving complaints against people who drink until late at night and leave behind empty bottles. They disturb the peace and harmony of residential areas. The next morning when children go to playgrounds, they see the empty alcohol bottles littered around and this does not set a good example”.
Xavier pointed out that many countries such as Australia, Poland and Hungary have implemented such laws. He also suggested that people who host private functions [where liquor is served] should also obtain a permit from the local government. He believes that the proposal enactment would also serve to curb social ills.
“[Drinking in public areas] is mostly done by people from the lower income groups and it can lead to many social ills such as vandalism, domestic violence and gangsterism.
“Sales of cheap hard liquor should also be monitored as it is easily available,” he added. Xavier also suggested that the authorities should shut down companies in Selangor that produce cheap liquor. (Source)
